How to Start a Pre-Roll Brand: The Packaging Checklist

Launching a pre-roll brand means making 15+ packaging decisions before your first unit ships. Here's the checklist — in order, with costs — so you don't learn the expensive way.

Before You Order a Single Unit of Packaging

Most pre-roll brands make their packaging decisions backwards. They design a logo, pick colors, order custom-printed cones — then discover their tube doesn't fit their cone, their packaging isn't compliant in their state, or they ordered 500K of a size they should have tested at 100K first.

This checklist runs in the correct order: format decisions first, then compliance, then branding, then volume.

Step 1: Choose Your Cone Format

Your cone choice determines everything downstream — what tubes you need, what machines you use, what retail price point you're targeting.

Decision 1: Size. 109mm (1g) is the default. Start here unless you have a specific reason to go smaller. Add 98mm (half-gram) as your second SKU once your production is consistent. See our cone sizes guide for the full breakdown.

Decision 2: Paper type. White (most transparent, best for printing), brown (unrefined, craft aesthetic), or hemp (premium, slight cost increase). White is the safe starting choice.

Decision 3: Filter tip. Paper (standard, $0.046/cone), glass ($0.25+/cone for premium SKUs), or ceramic ($0.30+/cone for ultra-premium). Start with paper. Upgrade to glass once you've validated demand at the premium tier. See our tip comparison guide.

Step 2: Choose Your Tube/Container

Every cone needs a compliant container. The container does three jobs: protects the pre-roll, meets child-resistant requirements, and carries your branding.

For singles: Pop-top tubes at $0.048–$0.065/unit for value-tier ($8–$12 retail). Glass tubes at $0.30–$0.80/unit for premium ($15+ retail).

For multi-packs: PET jars with CR lids for 3-packs and 5-packs. The jar is the CR container — individual cones inside don't need their own CR tube.

Critical sizing: 109mm cones go in 116mm tubes. 98mm cones go in 98–100mm tubes. 84mm cones go in 90mm tubes. Order samples and test fit before committing to volume.

Step 3: Verify Compliance for Your State

Every state has different packaging requirements. Get this wrong and your product can't legally be sold — regardless of how good it looks. The non-negotiable requirements across most states:

  • Child-resistant (CR): ASTM D3475 / 16 CFR 1700.20 certified. Pop-top tubes qualify. Glass tubes with CR screw caps qualify. Cork-topped glass tubes do NOT qualify without secondary CR packaging.
  • Opaque/light-resistant: Most states require packaging that's not see-through for flower products. Clear tubes need opaque labels or shrink sleeves.
  • Tamper-evident: The consumer must be able to tell if the package has been opened. Pop-top tubes meet this inherently. Glass tubes may need a tamper band.
  • Universal symbol: Most states require a THC warning symbol on the label. Each state's symbol is different.

Step 4: Branding (After Compliance, Not Before)

Branding is step 4, not step 1. Too many new brands design their packaging before understanding the compliance constraints — then discover half their design violates state rules.

Label design: Your label needs to include compliance information (THC content, warnings, universal symbol, license number) AND your branding. Design both simultaneously. A common mistake is designing a beautiful label, then cramming compliance text in later — it looks like an afterthought.

Custom printing on cones: If budget allows, custom-printed cones with your logo on the filter tip are the single best branding investment in pre-rolls. The consumer sees your brand every time they hold the joint. Adds $0.005–$0.015/unit.

Label on tube: Full-wrap labels or shrink sleeves on your tube handle the branding that compliance won't let you put on the cone or container directly. Label printing starts at 10K units — lower MOQ than the packaging itself.

Step 5: Volume Planning

Order too little and you pay more per unit. Order too much and capital sits in your stockroom. Here's the framework for a new brand:

First order (testing): 100K pop-top tubes from Michigan local stock + 250K cones (minimum for cones). This gives you enough packaging for approximately 100K pre-rolls — about 6–12 months for a single dispensary or 2–4 months for a processor. Total packaging cost: approximately $16,000–$20,000.

Second order (scaling): Once you've validated your SKU and have consistent weekly production, move to 250K tubes + 500K cones. Per-unit cost drops 8–15% at this tier.
