Pre-rolls are the fastest-growing format in cannabis. Here's what the data shows about which sizes, formats, and packaging styles are winning in 2026 — and what operators should stock accordingly.

Pre-Rolls Are Still the Growth Story

Pre-rolls now account for approximately 18% of total cannabis retail sales nationwide, up from roughly 12% in 2022. That growth isn't slowing down. The category is gaining share from flower (consumers want convenience) and from vape (consumers want a combustible option without the hardware).

For operators, this means two things: the market for pre-roll packaging is expanding, and the competition within the pre-roll category is intensifying. The operators who win are the ones who match their packaging format to what consumers actually want — not what was selling two years ago.

Trend 1: Infused Pre-Rolls Are the Premium Play

Infused pre-rolls — flower combined with concentrates, kief, hash rosin, or live resin — are the highest-growth sub-category in pre-rolls. They retail at $15–$30 per unit, which is 2–3x a standard flower-only pre-roll.

Packaging implication: Infused pre-rolls justify premium packaging. Glass tubes are the default for infused SKUs because the retail price point supports the per-unit packaging cost. Glass tip and ceramic tip cones are also growing in the infused segment — the premium cone signals quality before the consumer even lights it.

Trend 2: Multi-Packs Are Gaining Share on Singles

The 3-pack and 5-pack pre-roll formats are growing faster than singles. The consumer value proposition is clear: a 5-pack at $35 is a better per-unit deal than five singles at $10 each. For operators, multi-packs increase average transaction value and reduce per-unit labor cost (one package vs five).

Packaging implication: Multi-packs require secondary containers. PET jars with CR lids are the most popular format for 3-packs and 5-packs. The jar holds multiple pre-rolls in individual tubes, and the CR lid means the jar is the compliant container — no need for CR on each individual tube inside.

Custom logo CR lids are becoming standard for multi-packs. Your lid is the first thing the consumer sees in the dispensary case. A branded lid turns every multi-pack into a point-of-sale display.

Trend 3: Half-Gram Singles Are the New Impulse Buy

The half-gram pre-roll (98mm format) is the fastest-growing single-serve format. At $5–$8 retail, it hits the impulse price point — consumers add one to an existing purchase without deliberation. It's the cannabis equivalent of a checkout-line candy bar.

Packaging implication: The 98mm pop-top tube is the workhorse for this format. Operators who aren't stocking half-gram pre-rolls in 98mm tubes are missing the single largest format opportunity in 2026.

Trend 4: Custom Cones Are Becoming Standard

Two years ago, custom-printed cones were a luxury. In 2026, they're table stakes for any operator who takes their pre-roll brand seriously. The cone paper itself is a branding surface — your logo, strain name, and visual identity printed directly on the product the consumer holds in their hand.

Packaging implication: Custom printed pre-roll cones start at 250K MOQ. The per-unit premium over blank cones is minimal ($0.005–$0.01/unit) for the branding impact. In markets where advertising is restricted (Ohio post-SB 56), custom cones are one of the few remaining brand channels.

Trend 5: Price Compression Demands Cost Efficiency

Average cannabis prices continue to fall. Michigan's average ounce hit $59.85 in February 2026 — down 8.2% year-over-year. Colorado, Oregon, and California are in similar compression cycles. When flower revenue per unit drops, every cost line gets scrutinized — including packaging.

Packaging implication: Factory-direct packaging eliminates the 15–30% distributor markup that erodes already-thin margins. As more states tighten packaging regulations (Ohio's SB 56, New York's new PLMA rules, Maryland's plain packaging requirements), operators who have compliance-ready packaging gain a structural advantage. Non-compliant packaging can result in fines, product recalls, or license jeopardy.
