1. Proposition 207 Framework
Arizona's adult-use market operates under the Smart and Safe Arizona Act (2020). ADHS regulates both medical and adult-use under A.R.S. § 36-2854. Packaging rules apply equally to both markets — no separate medical packaging standard.
2. Universal Opacity Requirement
All cannabis products must be in opaque packaging. The product cannot be visible from outside. Clear PET tubes are non-compliant. Colored PET or UV glass passes. No exceptions for any product form.
3. Exit Packaging at Point of Sale
Dispensaries must provide opaque, CR exit packaging for every transaction. The exit bag must prevent product visibility during transport. ADHS enforcement focuses on exit packaging during inspections.
4. Strict No-Appeal-to-Minors Standard
Arizona prohibits cartoon characters, images of people under 21, toys, animals, or imagery resembling products marketed to children. ADHS interprets this broadly — brand mascots and character logos have been flagged.
5. Dual-License Integration
Many operators hold both medical and adult-use licenses at the same location. Packaging must comply with both markets simultaneously. Medical products have additional qualifying patient labeling requirements.
