What Sets Arizona Apart

Unique Rules in Arizona

1. Proposition 207 Framework

Arizona's adult-use market operates under the Smart and Safe Arizona Act (2020). ADHS regulates both medical and adult-use under A.R.S. § 36-2854. Packaging rules apply equally to both markets — no separate medical packaging standard.

2. Universal Opacity Requirement

All cannabis products must be in opaque packaging. The product cannot be visible from outside. Clear PET tubes are non-compliant. Colored PET or UV glass passes. No exceptions for any product form.

3. Exit Packaging at Point of Sale

Dispensaries must provide opaque, CR exit packaging for every transaction. The exit bag must prevent product visibility during transport. ADHS enforcement focuses on exit packaging during inspections.

4. Strict No-Appeal-to-Minors Standard

Arizona prohibits cartoon characters, images of people under 21, toys, animals, or imagery resembling products marketed to children. ADHS interprets this broadly — brand mascots and character logos have been flagged.

5. Dual-License Integration

Many operators hold both medical and adult-use licenses at the same location. Packaging must comply with both markets simultaneously. Medical products have additional qualifying patient labeling requirements.

Compliance Pitfalls

Common Packaging Mistakes in Arizona

Using Clear Packaging

Clear PET and clear glass fail Arizona's opacity requirement. Order opaque from the start — colored PET or UV glass.

Inconsistent Medical/Adult-Use Labels

Dual-license operators sometimes cross labels between markets. Each has specific requirements. Maintain separate templates.

Missing Exit Packaging

Every transaction requires an opaque, CR exit bag. Running out and substituting generic bags is a common inspection finding.

Overlooking ADHS Rule Changes

ADHS updates rules through administrative rulemaking between legislative sessions. Monitor ADHS notices for packaging changes.

By Product Type

Arizona Requirements by Category

Flower & Pre-Rolls

Opaque, CR, tamper-evident packaging. Pre-rolls need individual CR containers. Labels: strain, cannabinoid profile, batch, testing, net weight. Multi-packs need CR outer packaging.

Concentrates & Vapes

CR packaging. Concentrate jars with CR lids. Vapes in CR tubes or blister packs. Labels must include extraction method and potency per serving.

Edibles

10mg THC/serving, 100mg/package. Servings physically separated. Cannot resemble commercial food/candy. Ingredients, allergens, onset guidance, per-serving THC required.

Topicals & Tinctures

CR containers with application instructions. Tinctures need measured dosing. Full ingredient list. "For external use only" on topicals.
