1. DCC Consolidated Regulation
California consolidated three former agencies (BCC, CDFA, CDPH) into the DCC in 2021. All packaging rules now fall under DCC regulations. The DCC conducts both announced and unannounced inspections with particular focus on packaging and labeling compliance.
2. Universal Symbol Requirement
California's universal cannabis symbol (the THC warning triangle) must appear on every product package. The symbol has specific size requirements — minimum 0.5 inches by 0.5 inches. It must be printed in black and placed on a white or light background. Misplacement or undersizing is a common citation.
3. Government Warning Statement
California requires a specific government warning statement on all cannabis products: "GOVERNMENT WARNING: THIS PRODUCT CONTAINS CANNABIS, A SCHEDULE I CONTROLLED SUBSTANCE..." The exact text is prescribed by regulation and cannot be modified.
4. Track-and-Trace Through METRC
Every package must carry a UID (Unique Identifier) linking to California's METRC system. The UID connects the package to its full chain of custody — cultivation, manufacturing, testing, distribution, and retail. DCC inspectors cross-reference UIDs during compliance checks.
5. County and City Overlay Rules
Local jurisdictions can impose additional packaging requirements beyond DCC minimums. Some cities require additional warnings, community impact fees, or specific packaging materials. Operators must check both state and local rules for every location they sell into.

Universal Symbol Sizing Errors
The THC triangle must be at least 0.5" x 0.5". Operators who shrink it to fit on small labels get cited. Design your labels with the symbol size locked before laying out other elements.
Government Warning Text Modifications
The prescribed warning text cannot be shortened, paraphrased, or reformatted. Use the exact text from DCC regulations. Operators who edit for space get flagged.
