1. One of the Strictest Plain Packaging Standards

Maryland's plain packaging requirement goes further than most states. No product images, no lifestyle photography, no branded graphics beyond a simple logo. The packaging must be plain in color and design. This is similar to tobacco plain packaging laws — the intent is to minimize marketing appeal while ensuring compliance information is clear.

2. White or Light-Colored Background Required

Maryland specifies that packaging backgrounds should be white or light-colored for readability. Dark packaging with light text is discouraged. This affects container color choices — operators using black PET tubes need compliant labels with sufficient contrast.

3. Adult-Use Market Still Scaling

Maryland's adult-use market launched July 1, 2023. The MCA is still establishing enforcement patterns and refining regulations. Operators who get packaging right during this formative period avoid costly corrections later.

4. Medical and Adult-Use Unification

Maryland is consolidating medical and adult-use into a unified regulatory framework. Packaging rules are converging. Operators holding both license types should track unification timelines and plan for a single packaging standard.

5. Exit Bag Requirement

All dispensary sales must be placed in an opaque, child-resistant exit bag before the customer leaves the premises. The bag must include the dispensary name and the universal cannabis symbol.
