Minnesota Cannabis Packaging Guide
Minnesota's adult-use market launched September 2025. Unique dual symbol requirement: every product needs both the universal THC symbol (IICPS per ASTM D8441) and a separate warning symbol (0.75"×0.6" min, yellow/black + red/white). 10% cannabis tax. Over 1,300 preliminarily approved applicants working toward licensure.

Minnesota Compliance Rules
Physical Packaging
- Child-resistant: Required for all cannabis flower and products. CFR 1700.15 and 1700.20. Beverages are the only exempt category.
- Opaque: Required. All prepackaged cannabis products must be in opaque packaging.
- Tamper-evident: Required for all products
- Universal THC symbol: IICPS per ASTM D8441 with 'THC' letters on marketing layer
- Warning symbol: Min 0.75" × 0.6", yellow background/black text, red symbol/white text, on marketing layer
- Odor-proof and exit bags: Not explicitly required by Minnesota statute
Labeling Requirements
- Cultivator name + license #, manufacturer name + license #
- Net weight, batch number, strain/cultivar name, best by date
- Cannabinoid profile: THC content in mg per serving and per package, CBD content, other cannabinoids
- Testing verification: Lab results or QR code linking to certificate of analysis
- Directions for use: Required
- Universal THC symbol: IICPS per ASTM D8441 with THC letters
- Warning symbol: Min 0.75" × 0.6", yellow/black + red/white
- Warning statement: "Keep this product out of reach of children. This product may be unlawful outside the state of Minnesota." — minimum 6pt font
- All text in English. Additional foreign language translations permitted.
Dual Symbol Requirement — Unique to Minnesota
Minnesota requires TWO distinct symbols on every cannabis product: (1) Universal THC Symbol (IICPS per ASTM D8441) with 'THC' letters underneath, and (2) Warning Symbol at minimum 0.75" tall × 0.6" wide with yellow background/black text and red symbol/white text. Both must appear on the marketing layer. These are label-level concerns — not packaging structure concerns. All HIGHER packaging is structurally compliant.
THC Limits
Edibles: Maximum 5mg THC per serving, 50mg per package. Each serving must be indicated by scoring, wrapping, or other physical indicators. Must use FDA-approved food-safe material.
