1. DHSS Pre-Approval Required

Missouri requires DHSS pre-approval of all packaging and labeling before products go to market. Operators must submit packaging designs for review and receive written approval before manufacturing. This adds lead time — plan 2-4 weeks for the approval process.

2. Strict Plain Packaging

Missouri's plain packaging rules are among the most restrictive. No product imagery, no lifestyle graphics, no bright colors. Packaging must be plain in design with a professional, restrained appearance. Brand logos are permitted but must be understated.

3. Amendment 3 Framework

Missouri's adult-use market operates under Amendment 3, approved by voters in November 2022. The amendment created a detailed regulatory framework including specific packaging provisions. DHSS implements and enforces these rules through administrative code.

4. Micro-License Packaging Requirements

Missouri issues micro-licenses for smaller operators. Micro-licensees have the same packaging requirements as standard licensees — there is no reduced compliance standard for smaller operations.
