What Sets Nevada Apart

Unique Rules in Nevada

1. Universal Opacity — No Exceptions

Under NCCR 12.015(2), all cannabis products in Nevada must be in opaque packaging. No exceptions, no "opaque or translucent" option. Clear PET tubes fail entirely. Colored PET (black, white) and UV glass pass. This is one of the strictest opacity standards in the country.

2. Terpenoid Profile Required on Labels

Nevada uniquely requires the top three terpenes to be listed on the product label. Most states require cannabinoid profiles but stop there. Operators must coordinate with testing labs to ensure terpene data is available at label printing time. Your label template needs space allocated for terpene information.

3. CR Effectiveness for Multiple Openings

Nevada's CR standard goes beyond federal minimums. NCCR explicitly requires that CR packaging maintain effectiveness for multiple openings — not just the first open. Cheap containers that loosen after a few uses may not satisfy CCB inspectors.

4. Exit Bags with Dispensary-Specific Information

Exit bags must carry dispensary name, location, date of sale, batch number, and the Nevada universal cannabis symbol. Nevada exit bags are more expensive than other states since they need dispensary-specific printing.

5. Consumption Lounge Packaging Rules

Nevada has operational cannabis consumption lounges (AB 341, 2021). Products served at lounges have specific packaging requirements: individual serving sizes, lounge-specific labeling, and rules about take-home packaging for unused product.

Compliance Pitfalls

Common Packaging Mistakes in Nevada

Using Clear Packaging

No exceptions to Nevada's opacity rule. Clear PET tubes, clear glass — all non-compliant. Start with opaque containers.

Missing Terpenoid Information

Labels designed in other states usually don't have terpene fields. Build Nevada labels with terpene space from the start — even if printed per-batch.

Anthropomorphic Imagery

The 2025 legislative session explicitly banned anthropomorphic images. Characters, mascots, cartoon-like figures — all banned, even if intended for adult audiences.

Weak CR After Multiple Opens

CCB inspectors test CR effectiveness on packages already on shelves. Cheap containers that loosen with use are a citation risk. Use quality CR packaging.

Concentrates & Vapes

Opaque CR packaging. UV concentrate jars meet opacity + CR requirements. Vapes in opaque CR tubes/blister packs. Labels: extraction method, potency per serving, terpene profile.

Edibles

10mg/serving, 100mg/package. Each serving stamped with Nevada cannabis symbol. Multi-serving must be resealable + CR. Cannot resemble food/candy. Liquids >10mg must include measurement device.

Infused Pre-Rolls

Separate category created in 2025 NCCR updates. Must clearly indicate infusion on label. Both base cannabis and infused cannabinoid content required. Verify current NCCR requirements before production.
