New Jersey uses a two-step conditional→annual licensing process. Municipal approval is mandatory for all license types. The state has a unique THC:CBD ratio classification system and detailed warning statement requirements including high-potency warnings for products over 40% THC.

Physical Packaging
- Child-resistant: Must meet CPSC standards under Poison Prevention Packaging Act of 1970 (16 CFR Part 1700)
- Tamper-evident: Seal must clearly show if opened
- Opaque: Contents must not be visible from outside the packaging
- Resealable: Multi-serving items must be resealable in a child-resistant manner; single-serving exempt
- Fully enclosed: Sealed so contents cannot be consumed without breaking the seal
- USP standards: Containers must meet United States Pharmacopeia standards for preservation, packaging, storage, and labeling
- NJ standardized THC warning symbol: Must display on packaging
- Biodegradable packaging: Businesses must make a good faith effort to utilize biodegradable packaging
Labeling Requirements
- Business information: Name, address, license number, and telephone number
- Product details: Net weight and quantity, production or harvest date, expiration date
- Tracking: Sequential serial number, batch/lot number, and barcode
- Ingredients: List of all inactive/excipient ingredients
- Strain information: Strain/cultivar name (scientific and common names), chemotype, growth method
- Pesticide disclosure: List of any pesticides, fungicides, and herbicides used
- Allergen information: Required allergen disclosure
- Optional QR code: QR code or URL linking to full Certificate of Analysis
Unique THC:CBD Ratio Classification
New Jersey requires potency labeling using a unique ratio system: "High THC, Low CBD" (ratio >5:1, THC ≥15%), "Moderate THC, Moderate CBD" (ratio 5:1 to 1:5, THC 5-15%), "Low THC, High CBD" (ratio <1:5, THC ≤5%). Also requires cannabinoid profile with all major cannabinoids + major terpenoids detected. HIGH-POTENCY WARNING (>40% total THC): "This is a high potency product and may increase your risk for psychosis" in 10-point minimum font.
THC Limits
Edibles: 10 mg THC per serving. Per transaction: Up to 1,000 mg THC.
